In 2004 the NYS Department of Motor Vehicles started the driver assessment responsibility fee to raise revenue and punish drivers who accumulate too many points on their license.

It states you must pay the Department of Motor Vehicles a $300 fee if you acquire 6 points or more on your license in 18 months.  Furthermore, the department of motor vehicles imposes an additional 25 dollars per point fee after the first 6 points for up to 3 years.  Therefore, just pleading guilty to pay your ticket can be costly.
